I upgraded the firmware and now the meter is offline. I cannot connect via the local IP (192.168.0.20) and the cloud based web page is not receiving updates.

What do I need to do to get it working again ?

I've got it working again. I had to go out to the building it is in and connect to the local access point. Then opened  a browser at 11.11.11.1

The wifi settings had reverted to blank with no SSID, password etc.

So it looks like the update can require physical/proximate access  to reconfigure.

... although the cloud data has not been updated for more than one hour. 

How quickly should the meter synchronise back to the cloud service - it is now 7 minutes since I reconfigured. The local web page shows the data and the red wifi LED is active.

Yes, this upgrade is a bit larger, and it will erase the Wi-Fi credentials, so you will need to reconfigure it following the steps here:

If it hasn’t, please check the setting on the local webpage and make sure that “Cloud” mode is selected.

Just checked the cloud portal again - last updated at 9:45am local time, which is almost 5 hours ago.

Something is preventing it from connecting with this version of the firmware.

I just reverted it to i.76.058.8.bin, power cycled the meter and it is now connected to the cloud.

Do you know what is causing the issue ?

Cloud was selected but it did not reconnect and provide updates to the portal. Reverting to i.76.058.8.bin fixed it.
